Actually, DC addressed this issue back in the nineties with the Post-Crisis Superman. He has a rarely addressed power later called “Tactile Telekinesis” that adds a slight amount of invulnerability to everything he touches. (Not enough to say stop a bullet, but enough to hold them together if they should say… break in two as he catches them as they fall at terminal velocity.) It’s most active when he’s flying and also makes things lighter in weight. (Hence, he’s stronger when he’s flying than when standing.)
When the post-crisis Superboy was introduced (A clone of a villian, initially a c-lister named Paul Westfield, later retconned as Lex Luthor, enhanced with Superman’s DNA), Tactile telekinesis was initially his only power, but his was much stronger to the point that he could use it to fly, make people near him bullet-proof and blow things up by touching them.
Ouch – and he should have said he’ll “catch” her, if he didn’t want to make false promises.
He DID save her, from hitting the ground… not from death, that was only implied anyway.
